Areawide MS4 Membership Application

This application is for Regular Membership: Areawide MS4.

Regular Areawide members are two or more permittees that are subject to a National Pollutant Discharge Elimination System (NPDES) municipal stormwater permit. Permittees joining collectively under this membership category must be:

• A named permittee in a Phase I stormwater permit or a named traditional permittee in the Phase II stormwater permit; AND
• Located within the same County or within two adjacent counties; AND
• Have a legally established cost-sharing agreement amongst all entities that are part of the membership.

Membership dues are tiered based on the collective population. Some named Phase I permittees joining through this membership category, such as a Flood Control District, are not population based. To account for these entities, each areawide MS4 program’s population will be increased by 5% per non-population-based entity joining as part of an Areawide MS4 Program.

Examples:

1. If Areawide Membership X has a population of 1M and has one non-population-based entity as a named Phase I permittee, the population for CASQA membership purposes would be 1.05M.
2. If Areawide Membership Y has a population of 1M and has two non-population-based entities as a named Phase I permittee, the population for CASQA membership purposes would be 1.1M.

The following exclusion applies:

Airports and Ports: Employees of airports and ports are excluded from the Regular Membership Dues Category under the Individual MS4 and Areawide MS4 Program and must pay dues under the Transportation Entities, Airports, and Ports Membership Dues Category, unless the airport or port is itself a separate named permittee in a Phase I MS4 Permit and the port or airport is paying dues as part of an Areawide MS4 Program.

Please ensure all application information is accurate and complete, including organization name and membership contact. CASQA will review all applications prior to approval to confirm completeness and verify that the organization meets the elibility requirements for this membership category.

Once approved, you will receive a confirmation email with next steps and payment instructions. No payment is needed at this time.
